フィリピン台風30号（Haiyan） 救援ニュース No.17

「支え合い～被災地から被災地へ」
2011年の東日本大震災の被災地からもフィリピンの被災地へ支援の動きが起きている。
当団体CODEも1995年の阪神・淡路大震災の際に世界約70カ国からご支援を頂いた事がきっかけで「困った時はお互い様」と被災地KOBEから世界の被災地へと救援活動を行って来た。
東日本大震災では、フィリピンは2週間後に岩手や宮城に食料パック1500個、カップ麺1万2000個、バスタオル1000枚、マット1000枚、防塵マスク5000枚の物資（外務省発表）を支援してくれた。また、宮城県に医師3名を派遣し、こころのケアなどを行った。宮城県石巻市を訪れたアキノ大統領は、市に対して7600万円の義捐金を贈っている。
2011年のデータでは、在日フィリピン人は21万人という。在日外国人としては中国、韓国・朝鮮、ブラジルに次いで4番目に多く、日本各地に住むフィリピン人たちもこの台風災害への支援を開始している。東日本大震災の被災地である岩手、宮城、福島の3県からも「あの時の恩返しがしたい」と様々な動きが起きている。
福島県（県内在住フィリピン人2160人、2011年データ）では、南相馬市の中学生たちが自主的に募金を行い、いわき市では小中学生が救援物資を集めている。また福島市やいわき市のフィリピン人コミュニティの人たちも祖国の大災害に心を痛め、募金活動を行っている。
宮城県（県内在住フィリピン人974人、2011年データ）では、県が200万円の見舞金を贈り、南三陸町では、カップ麺や毛布、カセットコンロなどの物資を独自に送り、気仙沼のフィリピン人コミュニティの人たち、七ヶ浜の仮設住宅の女性たち、みやぎ生協、石巻市雄勝、仙台市などで募金も行われている。
岩手県（県内在住フィリピン人885人、2011年データ）では、県庁に募金箱が設置され、盛岡・マニラ育英会や陸前高田のNPO、大船渡のボランティアグループなどもフィリピン台風災害への募金を呼び掛けている。
未だ復興途上の東北の被災地からフィリピンの被災地へと国を超えた支え合いの輪が着実に広がってきている。災害を通じて世界が確実に近くなってきている。

Support Each Other ~From the Disaster Area to the Disaster Area
The disaster area Tohoku where the Great East Japan Earthquake happened in 2011, also have supported the disaster area in Philippines.
CODE has been implementing supportive activities from Kobe to the disaster area in the world under the slogan, “to help one another when one is in difficult time” because Kobe has received supportive activities from 70 countries in the world when the Great Hanshin-Awaji Earthquake in 1995.
Philippines sent 1,500 of instant food packs, 12,000 of instant cup-noodles, 1,000 of towels, 1,000 mats and 5000 of dust masks to Iwate prefecture and Miyagi prefecture where are the disaster area from the earthquake in 2011 (According to the Ministry of Foreign Affairs of Japan). Additionally they sent three doctors to Miyagi prefecture for mental care. The President Aquino donated 76 million yen to Ishimaki city in Miyagi where he has visited.
There are 210,000 Filipino residents living in Japan according to the data in 2011. This is the fourth largest number of residents after the number of Chinese, Korean and Brazilian. Filipinos living in Japan started supporting the typhoon disaster. Iwate, Miyagi and Fukushima prefectures where are the disaster areas from the Great East Japan Earthquake started various supportive activities with the feelings of returning the favor.
In Fukushima prefecture (2,160 Filipinos living in Fukushima as of 2011), junior high school students in Minamisoma city had voluntarily fund-raising and elementary school and junior high school students in Iwaki city also have collected relief goods. People in the Filipino community in Fukushima city and Iwaki city have done fund-raising because they feel distressed at the typhoon disaster in their country.
In Miyagi prefecture (974 Filipinos living in Miyagi as of 2011), the prefecture donated 2 million yen for relief money and Minami-Sanriku cho (cho means a town) offered relief goods such as instant cups noodles, blankets and portable gas stove. And fund-raising activities have been conducted by people in the Filipino community in Kesennuma city, women who live in temporary house in Shichigahama cho, Miyagi co-op, Ogatsu cho (in Ishinomaki city) and Sendai city as well.
In Iwate prefecture (885 Filipinos living in Iwate as of 2011), prefectural government set donation boxes and Morioka-Manila Scholarship Foundation, a NPO in Rikuzentakata city and volunteer groups in Ofunato city appeals people for fund-raising to the typhoon disaster.
Tohoku where reconstruction still has been going on is steadily developing cross-border friendship with Philippines. The world has been surely getting closer through the disaster.
