フィリピン台風30号（Haiyan）　救援ニュース　No.13

「コンセプシオンの高潮」
スタッフの頼政と上野がパナイ島に入った。パナイ島4州では、台風HaiyanによってIloio州で111人、Capiz州で54人、Aklan州で12人、Antique州で12人の尊い命が奪われた（UNOCHA 20日時点）。二人は、パナイ島最大都市のイロイロ市でワークキャンプなどの活動をするLOOBというNGOと共に被災地、コンセプシオンへと向かった。

コンセプシオンは、イロイロ市から北西に車で約3時間走ったところに位置し、人口約3万4000人（約8000世帯）、16の島を有する農業（米、ココナッツ、バナナ）、漁業の町で、近年はエコツーリズムなどの観光にも力を入れている地域である。コンセプシオンも台風による強風や高潮の被害で約7000棟の家屋が倒壊している。海岸沿いの家は高潮で80％が被害を受けているという。

Loong地区（バランガイ）に住むBさんは、台風の時に避難したが、一度家に戻った時に海を見たら高潮が来るのが見えてあわてて再び避難したという。「満月の後には台風が2つ3つ来る」という言い伝えがあったそうで、今回も満月後の台風だったとBさんは語ったそうだ。
コンセプシオンからボートで20分ほど沖合にあるBotolog島では、300棟の家屋のうち高潮から免れたのは6棟のみで、島にあった400本のココナッツの木で残ったのはわずかに20本であったそうだ。高潮の威力がどのようなものだったかが想像できる。この島から着のみ着のままでコンセプシオンの兄弟のところに避難してきた漁師Gさん（50代男性）は、高潮が来そうだと思って周囲の人に呼びかけて避難したそうだ。島民それぞれが高台にある学校に集まってきた事で、この島では死者や負傷はいなかった。Gさんは、「島に戻って早く漁業を再開したいが、島の海岸には他から流れてきた遺体が打ち上げられていて漁を再開する気にはなれない」と語ったそうだ。この島は全員無事に避難する事できたが、台風が残した傷跡は今も島に痛々しく残っている。

Storm Surge in Concepcion, Panay Island
Our two staff, Yorimasa and Ueno, set their feet in Panay Island. Typhoon Haiyan took the precious lives in the four states of Panay; 111 people in Iloilo, 54 in Capiz, 12 in Aklan and 12 in Antique, reported by UNOCHA as of Nov/20. Our two guys left for Concepcion, one of the destructed areas together with NGO LOOB based in Iloilo conducting international work camp.
Concepcion is a farming and fishing town about three hours northwest of Iloilo city by car. It has 16 islands and 34,000 residents in 8,000 family units. They are currently expanding the tourist business. Haiyan also destructed 7000 houses in Concepcion by its strong winds and storm surges. 80% of the houses on the coast were affected by the storm surges.
Mr. B in Loong Barangay (district) says that he once evacuated when the storm came. When he came back to his home, he saw the storm surge hitting so turned back in a hurry to evacuate again. It is said around his area that couple of typhoons always come after full moon and so was it in this time, too, according to him.
At Botolog island, 20 minutes far from Concepcion by boat, only 6 of 300 houses and 20 of 400 coconut trees left after the storm surge, which make us image how huge and powerful the surge was. Mr. G, a fisherman aged 50 years around who evacuated from Botolog to his brother’s house in Concepcion without any belongings said that he was calling out about storm surge coming when he escaped. The residents’ own judgment to escape to the school on a hill avoided them from death so there was fortunately no casualty in Botolog. Mr. G wants to go back to his island and start his fishing business again. However, he is afraid of bodies washed ashore on the beach from other areas. Although all the residents were saved, Haiyan left its wide scar on the island.
