「セブでは略奪などない !!!」
セブ島北部の被災地に入っているスタッフは、商店や救援物資の配布の様子をつぶさに見ている。「スーパーや商店ではたくさん開いていて、略奪が行われている店はない」、「僕らが物資を配った時も皆ちゃんと並んで待っていたし、数に限りがあるので一家族に一つ！というルールも理解してくれていた」と言い、ここで略奪が行われた形跡はなく、今後ここでそのような事が起こる事は考えられないと思ったという。レイテ島では略奪が行われているという報道が独り歩きし、至るところでそのような事が行われ、治安が悪いという雰囲気が漂っているが、少なくとも彼らの報告を聞く限り、セブ北部に関してはそのような事はない。

18日、スタッフ2名は、セブ最北部で最も被害の深刻なDaanbantayan市のCalape、Tapilon、Mayaというバランガイ（最小行政単位で村や区を意味し、フィリピン国内に大小41995のバランガイがある）を訪ねた。Calapeでは、竹や木の家は台風で飛ばされ、被災者は残ったコンクリートの家に3～4家族が身を寄せて暮らしているという。残った家と言っても屋根のみで、ほとんど外で寝ているのと変わらず、「夜になると寒い」、「虫に刺されるので病気が心配」などという声があるそうだ。バランガイごとにコミュニティーセンターがあり、そこに物資が集まって来ていて、それを住民が各自持っていくというシステムになっているようだ。

漁師の村、Tapilonでは、高潮被害はなかったが、強風で家や漁のボートも被害を受けている。元々ボートを個人でなく皆で共用にしていたそうで、今は親せきのボートを共同で使用しているという。また、TapilonだけでなくMayaという地区でも台風情報は、メガホンなどで避難を呼びかけていたそうだが、ここまで大きな台風だとは誰も思わすに避難しなかったという声も多いという。就学していない子どもを持つ親は「教会ならいいが、避難所には行きたくない」という複雑な思いの人もいる。外部からの支援は途中のBogoなどで止まり、一番遠く、被害が大きいDaanbantayanには支援は少ないようだ。

そんな状況でも、家が残った人は、家を失った人たちを住まわせ、ボートが残った人は皆で共同使用し、救援物資はちゃんと列を作って、皆で分け合う。過酷な状況でもこのように被災者たちは、共に助け合っている。これが、セブ北部の被災地の姿である。結（日本）、ゴトンロヨン（インドネシア）、互助組（中国）のような地域の助け合いをフィリピンでは、バヤニハン（bayanihan）という。

NO LOOTING IN CEB!

CODE has sent two staffs to the affected areas by the Typhoon Haiyan. They have started an assessment in the northern part of Cebu. The media have been reporting on alleged looting, especially a part of Leyte. CODE staffs mentioned that they have never observed such a problem in Cebu. “When we distributed limited number of relief goods, they have lined up for receiving the goods, and understood one relief item for each family.”
They have visited Calape, Tapilon, and Maya Barangays in Daanbantayan city on November 18. In Calpe, three to four families, which lost their bamboo or wooden houses, lived together in a damaged concrete house, but it is almost same as sleeping outside. The affected people said they are afraid of insect bites and feel cold at night. In Tapilon, there was no damage by storm surge, but many fishermen lost their houses and boats by the strong wind. One man, however, said that they traditionally share a boat within relatives, so they have already re-started fishing by remaining boats. In Maya, although people received the information on typhoon, many people did not evacuate because they have never expected such a huge typhoon. Though damages of Daanbanyatan are serious, many relief teams have not reached to the city since there are many affected areas on the way.
In the affected areas, our staffs observed that people who have houses offer the places of stay to people who lost theirs; people share boats; and people line up for receiving relief goods under the severe situation. We have a word called “Yui” in Japan, “Gotong royong“ in Indonesia, and “Huzhuzu” in China, which have the same meaning of community cooperation. It is called “Bayanihan” in Philippines.
